Utility Billing
The Utility Billing Department is responsible for setting up and maintaining customer's accounts. These services are available to the customer in person or by phone. City services include Water and Sewer. Garbage and Recycling services are provided by Mid Valley Disposal.
In order to establish a new water and sewer account you will need a valid U.S government issued photo identification and a $100.00 meter deposit.
How to open service:
Residents can send their payments by mail or in person, or pay online. For your convenience you may drop your payment in our night drop slot located on the left hand side of our front doors. Please do not leave cash in the drop slot.
Cash payments must be made in person during normal business hours.

New Service
In order to establish a new water and sewer account you will need a valid U.S government issued photo identification and a $100.00 meter deposit.
How to open service:
- -You can come to City Hall during regular business hours to fill out the forms
- -At the front doors of City Hall is a drop box with the form and envelopes for leaving a check or money order to open services. Please return all documents (form, copy of ID, payment) filled out with service address, in a sealed envelope and leave at the drop box in front of City Hall.
- -To open new services online, please use the Request for Service Form (Fillable), and attach a copy of government issued identification and email the form and ID to Yolanda Cabral.
Next, please make payment of $100 for new service here: https://secure.cpteller.com/terminal/portal/?op=Wcbu3fbFC2v8 and selecting "OTHER" for residential information. Please save a copy of your receipt.
Pay Your Bill

At this time during a local state of emergency, we ask that customer pay their bills online.

Water Service Discontinuation Policy:
The City's water ordinance was amended to comply with the 60-day delinquency period requirements under SB 998 to incorporate the new SB 998 required language set forth when residential water service may be interrupted for nonpayment. Please see the policies available in six languages, below.
